The Coalition of California Utility Employees: “One of the largest contributors to significantly increased electricity rates in recent years is the rooftop solar subsidy under net energy metering. PG&E’s rates, for example, increased $0.11 above inflation from 2018 to 2024. $0.05 of the $0.11 increase is from NEM. Californians need electricity bill relief.”

The California State Association of Electrical Workers: “In 2024 alone, the NEM subsidy cost non-NEM customers $8.5 billion and 21% to 27% of the average non-solar customer bill subsidized NEM customers. This cost shift grew 150% from $3.4 billion in 2021 to $8.5 billion in 2024 and will continue to grow as retail rates rise.”

State Building and Construction Trades Council: “The SBCTC represents nearly 450,000 men and women in the construction industry and every one of them would welcome electricity bill relief. One of the largest contributors to increased electricity rates is the rooftop solar subsidy under Net Energy Metering (NEM). AB 942 will save electricity ratepayers without rooftop solar billions of dollars by reducing the inequitable cost shift under NEM.”

California Wind Energy Association: “The bill addresses one of the most pressing issues Californians face today – rising electricity bills – by reforming the outdated net energy metering (NEM) subsidy. Rising electricity rates pose a barrier to achieving California’s greenhouse-gas-reduction goals by increasing the cost of operating electric cars, heat pumps, and other electric appliances that replace those that run on fossil fuels.”
